You will serve as an essential bridge between enterprise leadership and regional field teams, developing operating models, executive decision memos, and risk-mitigation playbooks. Your focus will balance upstream strategic problem framing with cross-functional leadership, ensuring infrastructure initiatives align smoothly across legal, policy, communications, energy, and site selection teams.

Responsibilities

Serve as a principal thought partner to the Director of Community Engagement to define multi-year strategy, team priorities, and infrastructure policy agendas.

Partner with executive leadership to integrate community engagement frameworks into high-priority data center and energy initiatives.

Represent the Community Engagement Team across executive reviews, cross-functional forums, and sensitive external discussions.

Author executive-level briefing memos, narrative documents, and decision frameworks analyzing stakeholder dynamics and political risk.

Design and scale operating playbooks and early-warning systems to anticipate and navigate regulatory, permitting, and reputational risks in target markets.

Collaborate horizontally with Regional Leads to connect local market realities with broader enterprise policy strategies.

Drive alignment across internal functions including real estate, public policy, energy, legal, sustainability, and communications without direct authority.

Qualifications

At least 11 years of relevant experience in public affairs, government relations, community engagement, economic development, or senior policy advisory roles.

Bachelor's degree in public policy, political science, communications, public affairs, business, or equivalent practical experience.

Demonstrated experience advising senior executives or elected officials and representing leadership positions in high-stakes environments.

Proven track record of shaping strategy at a portfolio or enterprise scale while managing complex, precedent-setting situations.

Demonstrated expertise navigating state and local policy, legislative frameworks, and infrastructure permitting processes.

Exceptional written communication skills with extensive experience authoring decision memos and narrative strategies for executive leadership.

Nice to Have

Master's degree in Public Policy, Public Administration, Business Administration, or a Juris Doctor.

Direct experience in large-scale infrastructure, utility regulation, energy procurement, or data center site development.

Familiarity with leveraging AI tools for workflow optimization and integrating responsible, ethical AI practices into strategic initiatives.

Flexible work arrangement offering remote capability with regional office hubs in Washington, DC, San Francisco, and Menlo Park, CA.

High-impact, fast-paced environment requiring cross-functional collaboration across distributed nationwide teams.

Role requires domestic travel up to 50% depending on market initiatives and stakeholder needs.
